The Welfare and Safety of the Racehorse Summit has partnered with the North American Racing Academy (NARA) to create a free online educational program available to all jurisdictions, all licensees, and anyone interested. Course content will track participants and completion, enabling jurisdictions to be notified when licensees successfully complete a continuing education course.

The need to improve our overall horsemanship skills from the trainer down to the groom has been a continuing objective identified at previous editions of the Welfare and Safety of the Racehorse Summit. The recommendations have ranged from implementation of uniform testing for initial licensees to continuing education requirements for current licensees, starting with licensed trainers.

In response to the testing objective and with the assistance of Dr. Reid McLellan, executive director of the Groom Elite program, the Education Committee of the Welfare and Safety of the Racehorse Summit created The Uniform National Trainers Test for jurisdictions to use for licensing new trainers in 2008.

The Welfare and Safety of the Racehorse Summit also developed a study guide that accompanies the test and is available for purchase on the Welfare and Safety of the Racehorse Summit website. The test has gained acceptance and is now used by 17 jurisdictions as part of their trainer licensing requirements. In support of the continuing education course requirements, the Association of Racing Commissioners International (RCI) adopted a model rule in 2008 requiring four (4) hours of Trainer Continuing Education (CE) to begin no later than 2010.
